Programme Objectives

The development objective of the Joint programme is:

  • Increased livelihood security in the programme area of North Wollo.

The Joint Programme Phase three (2001-2004) has four immediate objectives:

  1. Sustainable increase of agricultural production and other household income
In North Wollo incomes are predominantly from agriculture, and the agricultural component of the programme will first and foremost increase incomes from agriculture. However, the programme will also in a limited way study possibilities for increasing incomes deriving from non-farm sources.

  2. Improved access to education and generally improved development opportunities for children
Children in North Wollo constitute more than half of the population, but they have very poor development opportunities. Children are important agents of change and if they get access to education and relevant and practical life skills, they will contribute to the development of their communities thereby contributing to the development objective. Better awareness and protection of children against harmful traditional practices will improve their development opportunities.

  3. Improved access to health services, improved sanitation and awareness of preventive measures.
Communicable diseases and malaria are among of the major community problems, and poor health in general combined with lack of access to health services contribute seriously to undermine the individual households coping capacity. The spread of HIV/AIDS has become an additional health threat. Improved access to health services and awareness of preventive health measures will contribute to the overall improvement of the situation in the area.

  4. Women's and girls' access to resources and influence on their use increased
Gender discrimination and inequalities impact negatively on the opportunities of women and girls to contribute to sustainable development. It hampers their access to social services and makes them vulnerable to harmful practices like abduction, early marriages, and spread of HIV/AIDS. Improving the role of women and girls both in the families and the wider society is a necessary step to achieve the development objective.
